DCA Won't install. Getting BAD http://localhost/dca error when trying to install from the root directory

There is a bug in DCA where if you install it off of the root directory  you receive

ERROR BAD http://localhost/dca

Then it returns you to the initial setup screen.

To resolve this

Edit line 61 of the dca_setup.php and change

$base_dir="/dca";

TO

$base_dir="";
